2024 NBBA Bylaw Proposals

2024 Bylaw Proposals

Proposal 1

Author: Brandon Chesser

I am wanting to propose a Bylaw change which would effect the Competition Committee. This change would allow the Competition Committee the opportunity to make corrections to the Rules which allow the Rule Book and the Physical play of our sport to reflect accurately especially when we have such a large correction as we are about to embark on with the new style of score keeping, Fielder Positioning, and Submission of line up cards along with substitutions or player fielding position changes. This change would give the ability to make changes immediately without having to wait one full year. This would only be something is within special circumstances and not something that is to be used every time a rule is proposed. This would be used to correct multiple areas at once to correct the Rule Book to the way we are currently playing the sport.

Bylaw as it’s written now

• Competition Committee:
The President shall appoint a Competition Committee which shall make recommendations of new or modified NBBA rules to the membership as a whole at the annual meeting. Rule changes require a simple majority vote of the membership present and in good standing at the annual meeting. All voting members in good standing may make suggested rule changes or modifications to the Competition Committee if submitted electronically no later than June 1st of each year to the Chair of said Committee.

Requested Change<//h3>
Purposed change is to add a line which states that the Competition Committee would be allowed to make necessary corrections which would update the Rules to reflect that of the physically played game so that they are corresponding accurately without having to wait one full year before any updates upon a special request agreed by majority of the Membership.
• Competition Committee: The President shall appoint a Competition Committee which shall make recommendations of new or modified NBBA rules to the membership as a whole at the annual meeting. Rule changes require a simple majority vote of the membership present and in good standing at the annual meeting. All voting members in good standing may make suggested rule changes or modifications to the Competition Committee if submitted electronically no later than June 1st of each year to the Chair of said Committee. If the Competition Committee members found a discrepancy in the reflection of the Rules and the game play, Score keeping, field positioning or layout, or any other area that doesn’t match to the physical sport displayed, the Competition Committee could pose an Special Amendment request to the Membership at the General Meeting prior to the World Series. The Membership must give a majority vote to allow this special amendment to occur. Only the specific corrections specified by the Competition Committee may be changed and correction will be implemented that same year.

Proposal 2

Authors: David and Terri Smolka

I am proposing an increase to the Team Affiliation fee from $25 to $50. Reason is the fee has not increased since the inception of the NBBA. Also, this increase may stop non-competitive teams from registering just to vote during team contact calls.
Thank you.
